Referenced stores a complete result with an empty answer and counts it as unanswered, not as a failed scan. It also requests Overviews that Google loads asynchronously, so a late-loading Overview is not wrongly logged as missing.

Yes, results can differ by location. Referenced runs each Google search for the country of the prompt, or your site's country when the prompt has none, so the Overview you see is the one customers in that market would see.
